..with a couple of variations. Any multi-purpose OBD2 tool able to read European cars can also get the Saab OBD2 codes required by the US EPA. By law, any check engine light malfunction can be diagnosed by a generic OBD2 scan tool. The tools come with code info.
What generic OBD2 tools will NOT be able to do is read all the non-OBD, Saab specific and proprietary info from the ECU's, or change the settings for things like unlock behavior, headlight behavior, etc. For this you will spend $2000+ for the GM Tech2 scan tool loaded with the Saab-specific firmware.
Older Volkswagens (and other VAG cars) used an early OBD-like interface with a simple protocol that was almost RS-232. For these cars you could build a $14 interface cable and download some software off the net to read the codes with a laptop. This won't work for your Saab. For newer cars like the Saab the cable must be a little more intelligent and it pays to buy one.
The factory service manuals are only available on CD from the dealer (or the publisher). I don't know who that is. I think they're something like $300. Governments are starting to require that the emmisions-related stuff be available over the internet. I hope that's soon and cheap.
