tech 2 is cool

I went in this morning to have my car checked out (check engine light) and I got to see the Tech 2 in action. The last time I was actually in the shop of an auto repair place was around '95 visiting my gf's stepdad in high school. They had a computer that plugged into the car and it was this very large thing. So I envisioned the Tech 2 to be like that.
But no - in this case the guy walked out to my car with it. The most unwieldy about it was the cable for it. It looked like the combination of a Symbol bar scanner, a laptop, and a GameBoy.
It was very slow though, each screen took some time to load.
I also thought that it would have plugged in under the hood for some reason - even though that makes no sense since the interior would remain much cleaner/drier for that connection.
Perhaps this has been discussed before - but is that connection a straight serial cable or is it a special cable? if it is a special cable, is it feasible for Joe User such as myself to buy such a thing?
I am a programmer by trade and it would be fun to write some software for my laptop so that I could then plug it in and see what is there.
I know that the chip codes are different for various makers, but I was reading recently that the GM codes are open and known, and there is a movement to get all the car makers to do so. So since Saab is now technically GM, it probably has open codes as well?
anyway, just curious (also assuming that the Tech 2 device itself is expensive?)
