Common to some application on your car is a "stretch fastener" you torque the bolt then turn the specified number of degrees to stretch out the bolt and provide the proper spring effect. This is common on head bolts where you want a little give to absorb the thermal expansion of the engine and keep the bolt under load even when it is cold.
