I have a Yr 2000 9-3 model (LPT 154 bhp modded with ECU to 210 bhp) also with a T5 Trionic and a Garett T25 turbo. It also exibits the same "feature" of boost coming on at higher rpms. T7-equipped 4th generation 2 litre engine like those from the 9-5's boosts earlier with full torque reached at 1800-1900 rpm and the torque curve being relatively flat from 1900-4000+ rpm.
Shortening the wastegate rod gives you a higher base boost. Lengthening it will reduce base boost. Increasing base boost essentially raises the minimum level of boost but does not increase your maximum boost (which is typically controlled by the ECU via the APC valve). Increasing base boost should make your car feel more powerful at lower revs and lower throttle pressure. I have increased my car's base boost to about 0.6 bar and it feels somewhat livelier.
Mods like those from Abbot actually replaces the original wastegate so as to allow for a higher base boost than what the original wastegate would allow.
