The temperature knob is connected via a cable to a linkage mechanism behind the kick panel on the side of the center console in the passenger footwell. The air flow knob is connected to a plastic linkage that connects to a drum that turns to redirect the air flow. The problem is that for that small knob to move the much larger drum, the lubrication on the drum has to work well to reduce the friction of turning the drum. In the 1999 9-3 base models and many of the 2000 9-3 base models, the factory used the wrong type of grease and it eventually breaks down due to the heat. If it breaks down enough, the drum does not turn as well and eventually the stress put on the knob will cause the knob to break.
Sometimes the Saab dealer will try and re-lube the parts and replace the knobs, but that solution rarely works over the long haul. The best fix is to replace the "heater box", i.e., the whole unit in the center console that contains the knobs, the linkage, the drum, etc. The replacement unit with the proper grease works fine. The only problem is that the labor is intensive on this job because they have to take apart the center console and most of the dash to get at it all.
I have a 2000 9-3 base and have had both the re-lube fix and the eventual replacement of the whole heater box.
