Sean - check the trunk to see if there is anything pressing on the well for the top. I don't know if the 99 conv. has straps that allow you to cinch up the well when the top is up, but if it does, check those too. Sometimes a twist in the strap is enough to get a "soft top failure" message.

With respect to the car wash controversy you started, my experience has been somewhat different from others' on this board. Here in Calif. many of the commercial car washes are hand car washes. Although I actually enjoy washing my cars myself, I occasionally take my 02 9-3 conv. to the commercial car washes without incident. Before that, I used to take my 1990 900 conv. to them as well. I had almost 13 years on the 900 and had only two tops (the first was replaced in 94 under warranty because of unusal wear). So it has been my exprience that commercial hand car washes do not necessarily mean the end of your conv., or its top. Good Luck.
