I also have a 2000 9-3 base, but I have the 5-speed manual which will usually account for better gas mileage than an automatic. Up until around 16,000 miles I got around 24-25mpg in mixed city and highway driving. After that I switched to Mobil 1 10W-30 synthetic oil and that seemed to boost the mileage a bit to an average between 26-27mpg. On some highway trips I have got up to 30mpg or better. This is all on mid-grade 89 octane unleaded.
The last few tanks the mileage has been down a bit back to around 24-25mpg, but that could be due to how hot it has been that I have been running the A/C virtually all the time, even in the evenings to get the humidity out of the car...
