Yes, the new rotors should be flat. It is very common practice for almost all cars made today that the rotors are single use only, and the manufacture warns against machining them. I know this is true with VW, and am willing to bet the same for Saab. I work at a vw dealer, and we always sell front rotors on a front brake job. The pads in the rear are softer, so the rear rotors are usually ok to reuse. When there is a noticeable lip, it is time to shell out the money. My '99 viggen is at 28k miles and ready for new brakes as well. Thats the price you pay for a performance-tuned car.
