The wheel covers are quite inexpensive. $28 for a set of 4 for most I believe.
The 16" snow tires are more expensive and might be for alloy wheel packages. And some of the desired snow tires might not be available in 16" lower profile etc. So snows on an 15" steel rim will be less expensive and might provide a better choise of tires. Now you have to decide on performance&wear VS snow&ice traction.
I have to replace my bizzaks that I purchased in 1995. ydid not wear out as fast as some would have you believe. It does not snow much most years lately in Kansas, but we get lots of ice. So I don't worry about getting stuck in the snow. I worry about getting killed and avoiding everyone else who is loosing control.
I think that a steel wheel with a full coverage wheel cover might be better that snows on alloy wheels as this will keep some of the sand, salt and slush off of the calipers. An open alloy wheel looks too exposed.
