The Swedes do indeed keep the kids rear facing up to 20kgs, not 20 lbs like the rest of Europe and the U.S. However, child seats are not strong enough to contain a kid more than 20 lbs rear facing (in a crash). The Swedes do it by either proping the seat against the dashboard (disabled airbag), or using a post mounted to the floor that supports the back of the child seat. When your kid is 20 lbs AND 1 year old (MUST be both), then switch to front-facing. Rear facing is better, but the seat will break if the kid is too heavy. And for forward facing, tethers really help a lot (we crash test seats here at work - even though it's a Navy base (don't ask) - but I'm not too involved with that; mostly helicopter crashes personally).
My friends' 2001 9-3 has those same floor tether mounts under the front seats. Look for them on yours. Great to hear about your seat being really tight. The belts stretch during a crash, so things loosen up. BTW, child seats are only tested in frontal impacts, not side or rear, so it's good that you're addressing this. Just make sure that you do it in a way that's compatible with the seat, and won't pose a injury mechanism should something go wrong.
My correlation between quality and cost was mostly on crash protection (not just strength, but quality of manufacture, absense of little nooks that can catch little finger and break them, sharp edges, etc).
BTW, those seat with retractable stroller wheels are no good. There's too much weight for the seat to handle. It's best to get separate stroller wheels and toss them in the trunk.
