Think of all the little mods this way. Everything that you improve to help the engine breath better will help horsepower. Each individual mod by itself will not give a noticeable increase in hp, however, when grouped together, many will give an increase. All of these small mods help the big mods do even better, i.e. airbox mods and K&N filter allow turbo to suck in more air at high rpms, it may not feel like a difference on an otherwise stock car, but will allow much improved performance when a mbc is added.
When I started with a stock 1999 9-3S, I initially did Dean's list, all of the small mods, and got a Saab sport cat-back exhaust. The result was 192 hp which is a 7 hp improvement. It really didn't feel much different but it was better.
So my opinion is that all the little things do work, however little, to a common goal. I did all of them and I am very happy with the performance of my 9-3.
