I can't remember offhand when it's supposed to be changed- i think that info is in your manual though. I own an NG900, so i assume it's in the same spot on your car. It's underneath the shroud where the wiper arms start. It's been a while since i cleaned mine, but it think the procedure is:
-pry off the caps on the wiper arms to access the bolts. undo them and remove the arms.
-take off the weather strip along the windshield edge of the engine compartment.
-and then figure out how the shroud comes out. It's not complicated- you just have to bend and pull in certain directions. be careful not to disconnect any washer hoses.
-then take off the cabin filter lid and voila- you should see it.
That sack that you're seeing is the drain for the windshield. You should periodically clean that out as well, as leaves and all sorts of crapola gets in there to clog it up.
