Insist that it be "pre-purchase inspected" by a mechanic of YOUR choice; preferrably one with lots of Saab experience. Expect to pay as much as $100 to have it checked. We bought our '99 9-3 used 2 yrs ago w/16k mi on it. It now has 36k mi & we've replaced the battery ("maintenance free"; ran dry), the coolant overflow tank ("check coolant level" sensor went bad & it's built into the tank), & the Saab Info Display (SID) panel (lines of pixels were going out). Of the three, the dealer said the SID panel was common (not specifically to the 9-3's). We had it done under warranty, otherwise it would have cost us $790.
I'm sure others will give your more specific info on what to look for, but I'll pass along this: I prefer the handling with the 16" wheels & low profile 50-series tires, but my wife prefers the standard 15" wheels with the taller 60-series tires. The 16"/lo-pro combo really tracks the road & gives much better feedback through the stock suspension. Unfortunately, you also "fight" the steering wheel more 'cuz the wheels track ALL the imperfections in the road. My wife doesn't like that part. Also, the standard 15" wheels allow you to put on less expensive, longer wearing all-season tires which will actually grip in the snow, so that's a big bonus here in Colorado.
