Well, I just got a 99 9-3 base (but it still has plenty of options) about 1 month ago and I really enjoy it. My story, I have a 95 Nissan 4X4, but I wanted to get a regular car (I was leaning toward a Honda at first). I went looking around and stumbled over the 9-3. With less than 30K and a good price; I jumped on it quick. I have no regrets, so far. Although, I had to get the air flow knob repaired (which consisted of getting the entire dash disassembled and replacing the heater box setup as well -- search the BB and you'll see other 9-3 owners with the same issues) and it just made it under warranty. I have had issues with the SID, but it still holding up. My suggestion is take a good look at this BB and research the car some more (carfax) and if you really want it, go for it. The price seems good too. Ask the dealer if they'll fix that blemish, it wouldn't hurt to ask. One more thing, the car isn't cheap to maintain, it needs high grade fuel and oil. Plus, you might get the modification bug too.
