Idle control valve mystery

Surrounding and under the idle control valve in my 99 9-3 there is a supporting triangular rubber piece that goes over a pipe coming up from the intake manifold. There is an oval hole through the rubber piece that apparently allows air to pass into the pipe. There appeared to be a thin rubber membrain in the hole, or maybe it was just flashing from moulding. I cleaned this out with tweezers. I tried blocking the opening and the engine idled rough. I am wondering can anyone tell me what that rubber piece/pipe does? Also, I am curious that unfiltered air may be going into the manifold if that is a vacuum point? Thanks.
