I have a 1999 9-3 SE (same color too) and the power developed was 200 hp for the HOT engine. As far as I know, all 1999 SE's had the HOT engine (instead of the 185 hp). Also uses Trionic 5 (easier to modify). I have 72,000 miles with no major problems.
I agree with MJP, make sure those soft-16" wheels are not out-of-round or the vibration will drive you nuts (I upgraded this year to 17").
You can probably get the car for under $15k.
