I'd go maybe a couple of pounds over the factory recommendations for sustained high speed or performance driving, but 40psi in normal commuting might contribute significantly to what your are describing by taking the tire's forgiveness out of the equation.
And the pull probably does have the same source as the torque steer, mounting of the steering rack on the firewall or body instead of more solidly to the suspension and subframe.
