Aberrant 9-3 behavior questions (two)

Here are a couple of things my 9-3 does from time to time that I've wondered about, anyone have an idea or similar experience?
The first, and most common, is when starting the car. I have a habit of turning the key to the "on" position and waiting a moment or two for the fuel pump to kick on/pressurize, etc. When first getting in the car after sitting awhile (morning, after lunch, before going home, etc) I hear the 'whine' of the fuel pump and various clicks, etc as the car is brought to life. Then I start. If the car is warm and I perform the same starting procedure, I hear nothing. No fuel pump, nothing. Normal? THe car starts ok, though. Maybe a little delay.
Second question, from time to time, when I hit the turn indicator, the signal lamps don't light and there is no "clicking" from the SID. If left in place long enough, it will eventually turn itself on. This is disconcerting in heavy traffic ;-). Another symptom I just noticed, when this happens the power to the cigarette lighter turns off also (I noticed while using a car charger for my cell phone). I know this isn't normal, but was wondering more about a short etc. The turn signal and the lighter must use a common ground or circuit I'm guessing?
