I had a similar problem when I first got my 99 SE HOT, however I don't know if it stems from the same source. In my case, the motor in my driver's seat only seemed lethargic (passenger's was fine), and, on closer inspection, the entire reclining mechanism was falling apart! Unlike you, I could not get the seat back to adjust fully as it was, which led me to explore further.
The switch and memory function housing had detached, and, on the opposite (right )side of the seat, the spring clips that hold some sort of ring gear in the seat had fallen into the seat-belt brace: in essence my motor was partially detached from the reclining mechanism, and was only really moving half-the seat (and working very hard to try to do it). It took me three hours to juryrig the seat together to the point where it sort of worked. It took the dealer the same amount of time (under warranty) to permanantly (hopefully!) fix it a week later.
I hope for your sake that your problem is just a minor electric bugaboo, but you might want to take a look at your various seat components, just to see if there are any unexpected bits of hardware rattling around.
