In Washington state, it's illegal to drive with your fog lights on and not your headlights. State laws like that are probably why most cars won't let you do that from the factory. Of course there are lots of people around Seattle who either don't know the law or don't care, and they do it anyway. Personally, I think their cars are harder to see with only a pair of small lights down low, and nothing up top but a pair of orange lights.
