Steering problem

I just purchased a used 2001 9-3 convertible with 17 inch wheel and 225-45-17 tires. It has 12K miles on it. I've noticed slight wobble in steering when pressing brakes at a low speed and during driving at various speed but not always. It is slight left-right movements which feels like steering wheel is loose. I am wondering if this normal for a car with sport wheels or some other problem. I just recently rotated tires and balanced wheels, but problem continues.
