It's Probably The Check Valve

I think your check valve in the line is stuck shut. This is a common problem with later 9-3's. Apparently the plastic in the check valve, located near the resevoir and intended to keep the line to the rear washer somewhat pressurized so that the spray works immediately on command, will freeze up due to reaction with the chemicals in the washer fluid. The fix is a new check valve made of a different material (costs about $10.00). The same happened to my 2001 9-3 base coupe after about 6 months and the new valve has been working well since replacmeent.
