ECM 185hp vs HOT

If you install a new ECM in a 185 HP 9-3 and get roughly 230 hp, does that mean a 1999 ho engine that produces 200 hp will jump to ~245hp? Or, is the only difference between the two stock engines IN the ECM?
This could make a big difference in the car I buy... why pay more for a H.O.T. if the end result is the same?
Any input?
