The VIN or 17 digit serial number of all vehicles after 1980ish identify the model year with the 10th digit. Since 2000 this has switched from alpha to numeric. Model year 1999 was an "X", 2000's were "Y", 2001 were "1", 2002 were "2" and so on....
So the first model year for a 9-3 is 1999. These cars might have been manufactured as early as August 1998 or sooner. The NG900 is essentially the same automobile from model years 1994 to 1998. In conjunction with the introduction of the all new 9-5 (9-5's were manufactured for Europe as a 1998 model year) and the end of the 9000, Saab changed the name of the 900 to 9-3. There were many improvements in the car, but the sheetmetal and drivetrain are almost identical from NG900 to 9-3.
9-3's began to look newer with the new color matched lower valances and spoilers in 2000 I beleive.
For example a 2003 model year Cadillac CTS was manufactured as early as January of 2002!
