At a given RPM your engine produces a specific amount of power based on its design and condition. At a given speed your car requires a specific amount of power to maintain speed and/or accelerate, based on rolling resistance, weight and external factors like wind and gravity (uphill).
If you have selected a gear that does not allow the engine to be turning at a speed that will produce the amount of horse power needed to maintain speed or accelerate the car, you will get that sickly lurching feeling known as "lugging" the engine. More power is required than the engine will produce at the RPM dictated by the gear ratio you have chosen.
When you reach a cars maximum speed, the amount of power required to accelerate is more than the engine can produce in top gear, so you just don't go any faster.
Maybe this was a little more depth than you were looking for, but that's what going on when you lug the engine.
