I live in Rochester NY and was very frustrated with that problem too.
1. find out where the fluid is last getting too. Do this by pulling off the hoses, starting with the last little piece that goes into the nozzle embedded in your hood.
2. run your washer/wipers and see if the fluid spurts out of the the elbow that is still attatched. If so. your problem lies in the actual nozzle embedded in your hood. If not, the problem is further back down the line.
3. work your way back down the line by pulling off the little "elbow" . Run your washer/wipers and see if the fluid now comes out of the tube that is still connected. More than likely, you will see the fluid shoot out. Those little "elbow" connectors are infamous for getting all jammed up. after seeing in my car that the fluid reached the "elbow" piece and not passed it, i bought a new "elbow" piece from the local dealer ($8) and it fixed it. The washer/wipers now work perfectly!
4. if the fluid still doesn't come out of the remaining tube, i can't help you =) it may be your washer fluid motor or something...
