My TechII settings are just the way I want them

almost. got my car back last night with new oil, techII settings, key battery, windshield nozzles fixed, and couple other things done. very happy--pleasant, good experience with Zumbach in NY. (figured I post that as we all usually report if we have a bad one.)
most importantly, i now have no chime when driver door is opened and key is in ignition. this killed me at gas stations! i previously asked for this disabled from dealer i bought from, but was told it was not... "disableable."
however, i wanted to change headlight settings so i could 1) run fogs without headlights, and 2) use fogs with brights.
after reading some threads i thought this setting was one and the same, but now even though I can run fogs with "city lights", the fogs go off when i hit brights. damn.
because i do much of my more enjoyable driving out in the very dark woods of eastern long island, i really need all the light i can get. sometimes i will even drive with bright stalk half-depressed to keep both brights and fogs going. it lights those dark roads up great, but you have to keep your finger on the stalk--not good w/5 speed and lots of curves.
incidentally, one of my favorite stretches of these roads is exactly where Billy Joel just crashed. because this happened at night and he supposedly wasn't drinking, i think lack of light (and black ice?) probably contributed.
anyway, can i get these lights set to run both fogs and high beams? this ability is more important to me than my now current fogs with city lights.
