Generally in modern cars it's not the engine that limits the maximum RPM, it's the auxiliary devices like the water pump, oil pump, and alternator. I wouldn't drive it at red line all day long, but if you feel like doing it every now and then, you won't blow up your engine. To get the best 0-60 time on a turbocharged car, you need to drop the clutch at about 3000 rpm, which is very bad for it, and you need to know what RPM range maximum torque and horsepower is, and shift at that point. Like JP said, maximum torque is not at the redline because the turbocharger starts to run out of boost.
