I was following a few discussions on this board about folks with slightly older 9-3s having mushy brakes. I was experiencing the same on my 99 9-3, even before replacing the pads and rotors.
On Saturday, I had the brake fluid flushed on my 9-3 by the dealer (way too cold to work on it myself on Sat) and they are now terriffic! The feel is better and I can stop very well now. I assume that water and/or air can get into the lines and screw things up. Air is an obvious problem as it will compress and not give you enough pressure to squeeze the calipers tight enough.
