They're just supposed to allow other drivers to see the back of your car more easily when it's really foggy. The only time I've ever used mine was on a freakishly foggy night on the freeway when I couldn't see 1/4 mile ahead of my car. Some countries have laws regulating which of the two red lights can be on. A lot of US cars have them both lit, but in some countries, like England, only one is lit so you can tell which side of the car you're looking at. Most of the time I only see Audis and Land Rover Discoverys with them on, but one time I saw a Saab 9000 with its rear fog light on when it wasn't dark or foggy. That didn't make any sense to me. I know a few people here like to put them on when people are tailgating them so they think they're riding their brakes.
