The law in Sweden says: "Winter tires MUST be fitted to all cars from the 1st December to the 31st March, IF the weather conditions demand it." The comment "IF the weather conditions demand it." refers to ice or snow on the roads. However, since it is very difficult to predict when ice or snow will appear and it is ridiculous to keep swapping tires back and forth, then most people will change their tires on the 1st Dec. and keep them on until end of March. The penalty for being caught without winter tires in adverse conditions is $475 PER TIRE!!! (Excluding spare)

The tires are fitted to "Ugly steel rims" because the amount of salt used on the roads will destroy allows very quickly due to the electrolytic action between the alloy wheels and the steel wheel hubs.

Out of interest, most of the winter tires in Sweden have small steel studs fitted around the tire. The grip on ordinary tarmac is awful, but fantastic in ice or snow. These tires are not legal outside Scandinavia. You can get winter tires without the spikes, which can be legally driven elsewhere. (Or just pull out the spikes!)
