Changing a production line and implementing completely new technology presses (the entire side body of the car is pressed from one piece of metal) is not a simple task. Starting out with the simpler processes and getting the people trained properly are the more likely reasons. Parts are coming from different suppliers (engines from Opel in Kaiserslautern, Germany for example) so there are these changes to contend with as well. And if you didn't know, Saab is downsizing in the midst of all this. Ramping up production and downsizing is a formidable task if you have never been there. I'm sure I have missed some valid reasons but these are what came immediately to mind. I am waiting for a 2004 Arc.
