As others have said, this was one of the more common problems on the 1999 and 2000 9-3. (How common it's hard to say, but it has been discussed on this board frequently...mine went at around 20,000.)
The main reason this is an expensive repair is that to get at the "heater box", the service technician has to disassemble much of the dashboard, i.e., lots of labor. The lower cost "fix" is re-lubing the cables and the heater box. This is likely to not be a long-term fix. Push for having the heater box replaced and then see if they will work with you on the cost since this was a known problem (as mentioned in a TSB - technical service bulletin). If the dealer is not helpful, try contacting Saab USA customer service. They should be well aware of this issue, and as others have said, just be curteous, but firm, and see if they will work with you.
