Questions on 9-3 & Leasing in Wash, DC

I drove the 9-3 Linear last weekend and really liked it! I've checked out the S60 and 325i, and will drive the A4 this weekend but I think the winner will be the 9-3. I've read through some of the posts and have a couple of questions.
1. How does the front wheel drive and traction control combo fare in the snow?
2. Any suggestions on dealers in the Washington, DC area? I was at International Motors in Falls Church and I know VOB sells Saab in Rockville.
3. What experience do you have with leasing? Like everyone else, I want the most car for the lowest down and monthly payment. International offered me a base Linear with auto and sunroof for 3 yrs for $375/mo. 12k/year with $1,730 at lease inception covering tax, tag, refundable security deoposit and 1st month payment. Sounds like I can do better based on some of the posts I've read. Any suggestions on negotiating?
