I'm not exactly sure what causes "lugging", but it stems from the engine straining to work at a power inadequate for its load. Excessive lugging can cause overheating, and should definitely be avoided when breaking-in a new engine. It puts weird stresses on all sorts of bits (crankshaft, connecting rods, and pistons, I'm guessing) as the engine fights to overcome the forces put under it where its power is not high. Think of you moving a refrigerator: it's possible, but you'll be sore the next day. Much better to use a forklift, or something suitably powerful.
The engine is made to develop power at certain rpms: an automatic uses a torque converter to try to keep the engine in its power range (a CV transmission is designed to do this exceptionally well. For those of us who shift our own gears, it is up to the driver to keep the rpms and gear matched appropriately.
This is not to say you can't be in 5th gear at 30 mph: coasting on the flat. If yout try to climb a hill like that, neither you nor your engine will be happy.
