them back after I realized Saab did it for the following reason, well as least that's what I think :-).
The front fog is in the bottom switch, if you sit just right, you can see the switch past the steering wheel. The switch turns brighter when the front fog lights are on. Therefore, you know the lights are on only if you can see the switch itself. Now the rear fog light switch dosn't get brighter when rear fog light is on and it is blocked from view by the steering wheel anyway. However, there is a warning light on the dash when the rear fog light is on, so you know it is on without looking at the switch itself (and because it is blocked from your view).
Yeah, I know, weird logic, but we drive weird cars :-).
BTW, yes you can swap the switches position very easily but you need to swap the whole switch with the attached wires.
