Questions on 2000 9-3 SE auto

A local high volume dealer has a number of 2000 Saab SE 4dr automatic for sale. According to an inside person I have (girlfriend's brother inlaw) these are mostly lease cars with around 40k miles. The dealership prices one car at an extremely low price to draw interest to the model and then switch in the more expensive cars of the same model and make more money.
Anyways my inside guy can get me the "bait" car for $10,999. From looking around I've gathered an that this is an amazing price, but I have a few questions.
1) Being a poor college student fuel effieceny is a big deal. The epa ratings and independent tests put the mileage around 20/26, but I've read alot of individual reviews that say closer to 22/30? Is this reasonable to expect?
2) Also along the lines of the poor college kid, how is insurance compared to other vehichles. Are they in the outrageous sports car category or do the safety features keep the prices reasonable?
3) I've also read some people had trouble with handling in winter weather with the standard tires. Have any of you experienced this?
4) Finally, the dealership I am buying from does very limited repairs/maintainence so it is important my car be reliable. If something does happen will I need to find a Saab dealership to do the service or since they are owned by GM might they be able to do the work?
Sorry for the long post, thanks for any help you can provide. My other option is a 2002 Ford Focus ZX5 which is basically the same body style, but with fuel economy instead of performance. Thanks again.
