If it's an SE, it's probably got the automatic climate control, so it's harder to check whether the box is working smoothly...so make sure you ask whether it's had any trouble, and if so, what's been done to fix it. The part that seizes is the same between the base and the SE; the difference is that if it seizes on the base, you snap a plastic dial, and if it seizes on the SE, the little servos that try to turn it click and whine because they can't.
Also listen to the suspension when it's below 20°F, if possible; otherwise, ask about it. Ask if anything's been done about it. The noise is a pretty obvious and loud groaning. It seems like most people have it in the front suspension, but for some it's in the rear.
Finally, get the car nice and warm and stop and start in first gear a few times. Listen for a whine coming from the clutch just as you engage in first. My throwout bearing is worn and makes noise, and it sounds like I'm not the only one.
As Steve said, the HOT engine in the '99 models is only 200hp, but even my 185hp base engine moves the car pretty nicely. The handling could be better, but I hear it's a big improvement over the previous two generations of 900s. Still not as good as my old 9000, but that had the advantage of being a wider car.
