How should the power steering feel in a 1999 9-3??

I have a 1999 9-3SE (with Kumho Supra tires if that makes a difference), and I as curious how difficult it should be to turn the steering wheel.
My last vehicle was an older Bronco II and you could turn the wheel with your pinky, but the Saab sometimes feels like it doesn't even have power steering (especially on U-turns, or turning the wheels when the car is moving very slowly). I know this may be intentional for a "better feel of the road," but I just wanted to see what other people thought and if my power-assisted steering is unusually weak or if it's normal for this model.
Thanks
