9-3 Ventilation and chassi question

Hello
1) I was wondering that when my (manual) ventilation is turned all the way anti-clockwise (hot day setting) there is still some air blowing down on my legs as if the gauge would not go far enough. Is this normal or not? Car is 9-3 model 1999. Hope you understood what I mean...
2) What is the best way to improve driving quality of the old 9-3? The suspension is now somehow soft and the car moves a lot when accelerating or braking. Also sidewind makes tha car to change direction easily. It also reacts quite a lot when the road is not plain even though I have 185/65 tires.
