A/C Not Cold - Update

When I first got my car (last year, used), I noticed the A/C didn't get cold. Cool, but not cold. So I took it to the dealer and they added coolant and told me nothing was wrong. Of course, after I drove away, I realized it still was cool but not COLD. Fine for 70-degree weather, but not fine for 85+ weather.
Anyhoo, I tried a new dealer today and asked them to check the A/C (in addition to 40k maintenance); explained what had happened last time. Just got a call and the guy tells me the other dealer put too much coolant in -- 3 lbs; the tank supposedly holds 1 lb). He claims if there's too much freon, the system won't blow cold.
Does this make sense? Has anyone heard/experienced this before? My personal thought is that the car just runs hot in general b/c of the turbo engine. I mean, I will get in my car on a cool day (mid 60s) and it'll be really warm inside to the point where I'll want to put on the A/C. (And yes, I prefer to just roll down teh windows except when I'm on the freeway!).
