That's perfectly normal. Most 9-3's have a second bulb in each fog light housing that goes on with the blinkers. Personally, I think it's kind of weird, and Saab only used them for a few years. American cars have been doing a similar thing for decades, but with huge clear lights on the sides of the front bumpers, down low. Take a look at the next Cadillac DeVille you see, and you'll see what I mean.
