Had the same issue with my 2000 9-3 and thought it was related to the Koni's I had just installed. Turns out that there is a collar that locks the shock in the strut, right at the top of the strut. You have to jack up the car and lift the rubber cover to check it. Mine had rotated loose causing the identical symptoms you describe. While a wrench works somewhat to tighten it, I made a tool wich looks like a crescent wrench but has two screws, one on each side that lock into the corresponding holes on that collar and then you can really crank on it and tighten it. Never had the problem again.
Of course my 9-3 Linear with sport launch and touring packages comes on Thursday, so who cares now ? I will miss the 2000 though. it was a good car other than the turbo replacement and the squaks and creaks.
