From your description of the wiper fault, it seems unlikely to be the Body Control Module. It is more likely to be the in the wiper motor itself. There is a thermal switch in the motor which detects excessive current and it is possible either the motor armature or the thermal switch was damaged by high current load when trying to clear the widscreen in the snowstorm.
The exact cause of the problem can be read out of the car by a Tech II by means of the fault codes which will have been set up by the failure.
The Body Control Module is not a "switch". It controls the whole of the body electrical systems, lights, interior lights, seat belt warnings, etc etc. and is microprocessor based. It does have a watchdog for the wipers not returning to the park position but in this case it is unlikely to be the problem. If you do change this module, you will need to re-programme and only a dealer with a Tech II and the latest software can do this.
