With shorter travel a damper has to work harder to absorb energy in less travel and time. So in theory yes, in practice, maybe. But your miles are low. As the shocks wear out they will be a problem sooner with lower springs and you will hit the bump stops sooner. Did I mention that there is less travel.
So the cost of springs, then a few years later the cost of removing the struts and springs to change the shocks. Thats serious work or money.
Maybe SAS rear swaybar now and springs+shocks a bit later when the existing shocks have been utilized a bit longer.
And Konis are also great with stock springs, less wheel damage and oil pad damage too.
