wheel shimmy when braking

at higher speeds (about 50 and above), when braking gently, the front wheels shimmy and the steering wheel shakes. As I apply more brake pressure, the shimmy stops. I rotated the tires on Saturday, this shimmy happened before the rotation and now after. I would think the rotation would have eliminated any issue with the wheels or tires (out of balance, bent wheel, etc, although one of the front wheels is bent a little). Warped rotors? Wouldn't the shimmy continue if the rotors were warped? Thanks for any thoughts.
