Hmm... my only suggestions (aside from slow down on exit ramps) would be to make sure your better (stickier, less worn) tires are on the rear wheels of the car. When I first got my 1999 SE HOT, the previous owner had just replaced the front tires with some Falken racy ones. I was zipping along some rural roads at non-legal speeds, and came upon a stop sign on a downhill stretch that needed prompt attention. Though I was stopping in a straight line, I could feel my rear end begin to fish-tail; luckily it held together as my speed bled off.
I swapped my tires the next day, and never ran into that problem again. After I put on the SAS swaybar, I found I could get the car to oversteer in the snow by lifting the throttle or tapping my brakes in a turn. This was fun, but I have never gotten anything but understeer on dry pavement (my front tires are due for a replacement soon).
Basically, the car is naturally lighter in the rear. If you unload the rear (by decelerating) while in a turn, with all tires being equal, the rear tires will be the ones to break loose. A downhill slope will exacerbate this problem (as even with no acceleration the rear will be lighter than usual).
A stock Saab with 4 equal tires is designed to understeer when you panic brake and try to steer at the same time. This helps an inexperienced driver recover the car more easily; as your screeching tires slow the car down enough, eventually you will be able to make the turn without spinning out.
