The idler pulley might be questionable. The belt is a definitely a consumable so depending on environment and use it may have been time for it to go. I had mine done in the recent 60K. On the '99 and newer 9-3 series, the idler pulley replacement that was standard fare on the 900 and early 9-3 models is purportedly no longer needed (unless abnormal wear is determined). My dealer and indy confirm this.
Shocks are again a consumable. Depends on use, maybe the previous owner was heavy handed in loading the hatch? I know mine is showing the need for replacement at 55K. They are on the list of items to upgrade.
Left axle seal, haven't read too much on this site about those failing so I would consider it a fluke at 42K. Did you try to get that covered under warranty?
Others will certainly throw their knowledge in too, but the price is in line with what work was done to the vehicle. Following all of the normal maintenance and abuse replacements I performed on my '99 9-3 SE the car is running great and shows promise of running with minimal fuss for the foreseeable future. I am happy with the performance of the car and it continues to leave a stupid grin on my face with almost every drive.
