for winter tires. Get some of the "european" oriented wintertires like Continental TS790, that are made for cold weather driving in wet, snowy, icy and dry conditions, and not only for arctic driving.
The important thing about winter tires vs. all season tires/summer tires, is that the compound in winter tires is made for lower temperatures. So winter tires are not only for snow and ice, but also for wet and dry conditions. As soon as the ambient temperature gets below 7 degrees Celcius, summer and all season tires lose a substantial fraction of their grip. Even on dry roads.
Get a pair of 16" rims and put some good winter tires on them. You'll be glad you did, and so will your 17" rims, since they'll be spared the salt and slush.
