With stock suspension and 17" rims I never hit the fender liners, even with a full backseat and 100+ lbs of tools in the back.
Now that I’m lowered, with 2 people in the back and all my tools, taking a hard corner I get a very slight rub on the little bit of the rear bumper that wraps around and connects to the fender liners.
Very quick and slight rub. And no tire damage.
This may not help you much, but i think it shows that you may have a problem with your suspension..? Maybe shot rear shocks or sagging springs.
